Business Rule Management (BRM)
A huge number of business and decision rules are in use at any given company. Such rules can be found at financial institutions in their loan and credit processes, asset management, campaign management, financial planning, accounting, invoicing, pricing and product offers. E-government, claims adjudication and risk management require the use of rules at government institutions. A large number of rules are connected to customer management (CRM) and invoicing, network, service, inventory and media management at telecom companies, but they play an important role at at retail and logistics companies as well.
A large part of the internal rules used in companies are identical or very similar, therefore it is reasonable to create and then reuse them. Logic in the rules is changed more frequently in business processes than the process itself. It is important to have a way to change the rules without modifying the processes. Rules should be able to be audited (i.e. reconstructed), as the business rules are usually legal requirements as well. The generally used method was to generate logic decision element logs, which made it hard to reconstruct the way to the decision. It is recommended to establish a transparent decision service for solving the aforementioned tasks, where business rules are formalized and collected, organized and managed in a central repository. If a service or application requires a decision mechanism, it can log in to the service and define the sequence of rules to be executed. The business rules engine executes that and returns with the proper decision or value. This solution is an integral part of the Service Oriented Architectures (SOA) as well. However, it is not economical to establish a process-based IT infrastructure in certain companies. In many companies only rudimentary IT tools and devices are available (Excel spreadsheets on local computers, isolated Web-based applications). Nevertheless, the number of rule-based decision can be high at such companies as well, and their management presents a serious challenge to the business side users. It is reasonable to establish a centralized rule management solution for such companies.
